How to qualify for a California insurance producer license

Choose the exact line of authority first. California changed producer education rules in 2026, so use current CDI instructions rather than older prelicensing summaries.

    Choose the license and line of authority

    Identify whether you need life, accident and health or sickness, property, casualty, personal lines, or another CDI license because the exam objectives and application requirements differ.

    Complete the current required ethics study

    For the principal producer lines, complete the 12-hour Ethics and California Insurance Code course required before license issuance. Do not rely on the repealed 20-hour line-specific mandate.

    Use CDI exam objectives to prepare

    Study the current line-specific examination objectives and California rules. Exam-preparation training may help, but it is separate from statutory education.

    Pass the qualifying examination

    Follow CDI's current scheduling, identification, fee, and examination procedures for the selected resident license.

    Submit the resident application

    Complete the current license application, fingerprint or background requirements, fees, and any line-specific documentation after satisfying the exam requirement.

    Renew with the required CE mix

What the licensing authority requires

California changed producer education rules on January 1, 2026. The former 20-hour line-specific prelicensing mandate was repealed for the principal producer lines, but the exam and the 12-hour ethics-and-code requirement remain important.

Producer licensing after January 1, 2026

  • The former 20-hour prelicensing requirement no longer applies to property, casualty, commercial lines, personal lines, limited-lines automobile, life, or accident-and-health-or-sickness applicants.
  • Applicants may still take exam-preparation training aligned to CDI's license examination objectives, but CDI no longer approves those line-specific preparation courses as statutory prelicensing education.
  • Bail-agent and public-adjuster applicants remain subject to separate 20-hour prelicensing requirements.

Exam and required ethics study

  • The 12-hour Ethics and California Insurance Code course remains required before an affected producer license can be issued, though it is not required merely to schedule the examination.
  • California resident applicants for an examination-based producer license must pass the qualifying exam before filing the resident license application.
  • CDI publishes line-specific examination objectives effective January 1, 2026; those objectives are the source map for 101PD exam-preparation content.

Continuing education

  • Life, accident-and-health-or-sickness, property, casualty, and personal-lines licensees generally complete 24 hours during each two-year license term.
  • The 24 hours include three hours of ethics; current CDI guidance also identifies one hour of insurance-fraud study within that ethics requirement for the main producer lines.
  • Selling products such as long-term care or annuities can trigger additional, product-specific training requirements.
